Phase Plans (5 files):
- 04-RESEARCH.md: Domain research on Docker limits, healthchecks, EC2 parallels
- 04-VALIDATION.md: Success criteria and validation strategy
- 04-01-PLAN.md: Test infrastructure (RED phase)
